Instructions on use of the Model RFP Document
(i) This model Request for Proposal (RFP) document is issued by Ministry of Road Transport & Highways (MoRTH) for use by States/UTs for selection of Implementation Agency for “Vehicle Tracking Platform for Safety and Enforcement as per AIS-140 Standard”.
The States/UTs are advised to use this model RFP as a guidance document for selection of an Implementation Agency for setting up the Vehicle Tracking Platform including development, customization, supply, installation, integration, commissioning and management of the Vehicle Tracking Platform and for undertaking any other associated activities as may be required by the respective State /UT.
(ii) The States/UTs are advised to complete all preparatory actions required to be carried out for implementation of Vehicle Tracking Platform. Such preparatory actions may include the following:
Preparation of a Detailed Project Report including: o System Architecture & Components o Detailed System Requirement o Integration Requirement o Training and Project implementation Plan o Detailed Project Planning
Defining / formulating requirements for the Vehicle Tracking Platform
Preparation of budgetary estimate
Engaging a project management consultant (if required)
(iii) This model RFP may be modified based on the specific requirements of the State/UT and of the project, respective State/UT procurement rules and procedures, and respective e-procurement portal requirements/ procedure.
(iv) The project specific provisions in this document have been enclosed in [square parenthesis] which may be modified, as required for the specific State/UT. The square parenthesis should be removed after carrying out the required modifications.
(v) Serially numbered footnotes are for guidance of the State/UT only and shall be omitted prior to issue of the RFP to the bidders.
(vi) The base model RFP document is tailored for Least Cost Selection (L-1) method. The selection method can be modified to Quality-and-Cost-Based Selection (QCBS) method as per the requirement of the State/UT. Guidance on QCBS has been provided in footnotes to the clauses which will need to be modified in case the State/UT decides to use the QCBS method for selection of the Implementation Agency.
(vii) The cover page of this model RFP document and the Preface (i.e., this section) must be removed before issuing the RFP document. The sample cover page following the Preface may be filled with the appropriate details for the procurement and will become the cover page of the RFP Document to be
